BELIZE – GUATEMALA BILATERAL MEETING
Delegations from the Governments of Belize and Guatemala met on the 14th and 15th of November, in San Pedro, Ambergris Caye, Belize headed by the Chief Negotiator of Belize Ambassador with Ministerial Rank, Assad Shoman and the Minister of Foreign Affairs of Guatemala, H.E. Jorge Briz Abularach, accompanied by Ambassador Raul Lago, Special Representative of the Secretary General of the Organization of American States (OAS).

This was the first meeting held within the new Framework Agreement of Negotiations under the auspices of the Secretary General of the OAS designed to reach an equitative and permanent solution to the existing territorial Differendum between both countries.

On this occasion issues that were discussed related to the development of the bilateral negotiating sessions and the methodology to be adopted at the upcoming meetings to deal with the issues of fact and law that would be the subject of the negotiations. In addition, and as stipulated in the Framework Agreement, the delegations agreed on the establishment of the Belize – Guatemala Joint Commission, with the collaboration of the General Secretariat of the OAS, that will be in charge of the development of projects and cooperation programmes between both countries.

The meeting also agreed to set an initial agenda for the Joint Commission oriented towards two areas of priority:

  • Commerce, tourism, development and infrastructure issues

  • Security, Justice and Immigration matters

The Parties agreed to hold the next meeting in Guatemala in January 2006, to continue with the process of negotiations.
